General Information about the Carroll County Courts
  • The Historic Courthouse takes up a small block and its entrance is at the end of the first block of Court Street, one block off of Main Street. It contains three courtrooms.
  • The Courthouse Annex across and down the street at 55 North Court Street houses the remaining five Circuit Courtrooms, the State’s Attorney’s Office, the Register of Wills, the Clerk’s Office and its Land Records & Licensing Department. The entrance to the Courthouse Annex from Court Street is closed at 4:30 P.M., however, after 4:30 P.M. you may enter the building by the back door from the employee parking lot.
  • The Drop Boxes for the Register of Wills, the State’s Attorney and the Clerk’s Office are located at the front of the Circuit Courthouse Annex on North Court Street.
  • The District Court is located at 101 North Court Street across the street from the Carroll County Sheriff’s Department.

Directions to the Carroll County Courthouse

From the Baltimore Beltway and Rt. 140 West (Finksburg Area)

  • Take Exit 19 (I-795 North), then West on Rt. 140. When you reach Westminster, turn left at the traffic light for Ralph Street (there will be a turn lane and as you turn, Koon’s Toyota will be on your right). Go straight one block and make left onto Greenwood Avenue. Parking is located along Greenwood Avenue or in the Parking Lot adjacent the Westminster Cemetery at the corner of Ralph Street and Greenwood Avenue. Handicapped parking is located along North Court Street or on Greenwood Avenue behind the Circuit Courthouse Annex adjacent to the Permit Only Parking Lot.

From Rt. 27 (Taylorsville area)

  • When you get to Westminster turn right onto Main Street, continue on Main Street and turn left onto Center Street. Turn right onto Willis Street at the first stop sign. Go straight one block until the road ends. You will see the Historical Courthouse on your right and you will see the Courthouse Annex ahead of you at the stop sign. Make left onto North Court Street and you can look for parking on the opposite side of the street. If you cannot find parking, then go one block and make a right onto Greenwood Avenue. Parking is located along Greenwood Avenue or in the Parking Lot adjacent the Westminster Cemetery at the corner of Ralph Street and Greenwood Avenue. Handicapped parking is located along North Court Street or on Greenwood Avenue behind the Circuit Courthouse Annex adjacent to the Permit Only Parking Lot.

From Rt. 97 (Eldersburg area)

  • When you get to Westminster turn left onto Main Street, continue on Main Street and turn right onto Center Street. Turn right onto Willis Street at the first stop sign. Go straight one block until the road ends. You will see the Historical Courthouse on your right and you will see the Courthouse Annex ahead of you at the stop sign. From Rt. 140 East (Taneytown Area)

  • Go East on Rt. 140. When you reach Westminster, turn right at the traffic light for Ralph Street (there will be a turn lane and as you turn, Koon’s Toyota will be on your right). PARKING AT THE CIRCUIT COURT COURTHOUSES

  • The Circuit Courthouse Annex parking parking is located in front of the building parking on North Court Street, along Greenwood Avenue or in the Parking Lot adjacent the Westminster Cemetery at the corner of Ralph Street and Greenwood Avenue.
  • The Historic Courthouse parking is located on Willis Street and on North Court Street.
  • Handicapped parking is located on North Court Street or on Greenwood Avenue adjacent to the Permit Only Parking Lot behind the Circuit Courthouse Annex.
  • Parking directly behind the Circuit Courthouse Annex is PERMIT PARKING ONLY. Please do NOT park behind the Courthouse Annex.
