Administrative Order - COVID-19 Vaccination Requirement for Judiciary Personnel in Courthouses and Judicial Branch Facilities

Administrative Order - Return to Screening, Masking, Social Distancing Effective 8/16/2021

As the COVID-19 numbers continue to improve, please note the following operational changes for the Circuit Court:

  1. Jury Selection: Effective August 16, 2021, all members of the jury venire will need to be masked and remain socially distanced. Until further Order of Court, the Circuit Court will follow the COVID-19 Jury Trial Procedures.
  2. Remote Hearings (by Zoom or Polycom): Effective July 1, 2021, in contested matters, remote participation in hearings will only be permitted for good cause shown upon filing of a timely request or on the Court’s own motion in accordance with Title 2, Chapter 800 of the Maryland Rules. Until further notice, uncontested divorces and family law scheduling conferences will continue to be handled remotely by the magistrates. For all other uncontested matters, remote hearings may be permitted upon filing of a timely request or on the Court’s own motion. The decision to permit any remote hearing remains in the discretion of the presiding judge or magistrate.
  3. Civil Pretrial Conferences: Effective July 23, 2021, Civil Pretrial Conferences will resume being conducted "in-person" and will no longer be conducted remotely.
  4. Criminal Pretrial Conferences: Effective July 19, 2021, criminal pretrial conferences for plea discussions will resume being conducted "in-person".
  5. Criminal Status Conferences: Criminal status conferences to address motions and trial scheduling will continue to be conducted via conference call until further notice.

The Circuit Court for Carroll County, located in Westminster, Maryland, is part of the Fifth Judicial Circuit, which also includes Anne Arundel and Howard Counties. It is a trial court of general jurisdiction, which handles juvenile and family law matters, as well as all major civil cases and serious criminal matters. The Circuit Court also has appellate jurisdiction over the District Court and certain administrative agencies. In addition, it has full common law and equity powers and jurisdiction in all civil and criminal cases within the County, and all additional powers and jurisdiction conferred by the Constitution and by law, except where, by law, jurisdiction has been limited or conferred upon by another tribunal.

The mission of the Circuit Court for Carroll County is to serve its residents in the determination of litigation in serious criminal matters, substantive civil cases, domestic and child support cases, in accordance with the Constitution, while administering justice in an honest, fair and efficient manner.
